About the Project

The Naples Beach Restoration & Water Quality Improvements Project, also known as the Naples Beach Stormwater Outfall Project is underway. The project will significantly enhance water quality through a state-of-the-art stormwater treatment train, improve flood protection, reduce beach erosion, safeguard environmental species, and remove unsightly stormwater outfall pipes from Naples’ beautiful beaches. Additionally, it will bolster the City’s resiliency to climate change and protect our coastal ecosystem. The new stormwater system will improve water quality that exceeds the State’s minimum standards, provide flood protection, and increase the City’s resiliency to the residents within the work area of Gulf Shore Boulevard.

The City held a public meeting on Tuesday, January 21, 2025, from 4:30 p.m. to 6:30 p.m. at Grace Lutheran Church.

Outfall Pipe Removal

The Naples Beach Stormwater Outfall Project is removing all eight (8) city stormwater outfall pipes from the Naples beaches that currently discharge stormwater into the Gulf of Mexico as directed by the Florida Department of Environmental Protection (FDEP). These improvements are designed to increase the level of service from a 5-year storm event to a 25-year storm event. The project area consists of the Gulf Shore Boulevard (GSB) right-of-way (ROW) between Oleander Drive and just south of 2nd Avenue South along Gulf Shore Boulevard.

The Naples Beach Stormwater Outfall Project cost is $86 million. The State of Florida is providing $40 million for this project through Legislative Appropriations.

CURRENT CONSTRUCTION ACTIVITIES

Beginning Monday, February 2, 2026, crews will be working on minor swale improvements along 2nd Avenue North, between Gulf Shore Boulevard North and 3rd Street North. During this work, residents are encouraged to use alley access to their homes to avoid the construction area. This work is anticipated to take a couple of months to complete.

Beginning in early February, construction for the Beach Outfall Project will move south between 4th Avenue North and 1st Avenue North. Maintenance of Traffic signage, including “Road Closed” and “Local Traffic Only,” will be installed at 4th Avenue North and Central Avenue. Eastbound traffic will be detoured from Gulf Shore Boulevard North at these locations.

In the coming weeks, the project team will identify any landscaping or hardscape materials located within the City’s right-of-way. The project team will work directly with homeowners to arrange for the removal and reinstallation of driveway pavers, if needed, before work begins. The team will also coordinate with homeowners to discuss relocation options for other materials, which would be at the homeowner’s expense. If materials are not relocated, the contractor will remove landscaping as needed for construction and install sod upon completion.

Construction will include installation of a watermain along the west side of Gulf Shore Boulevard North, followed by installation of the stormwater pipe on the east side. The stormwater pipe is larger and installed deeper than the watermain, requiring additional construction time. Work is scheduled weekdays from 7 AM to 5:30 PM, with occasional night and weekend work as needed. This phase of construction is expected to take several months. There will be lane closures and detours, with local traffic access maintained. Properties within the construction area may experience limited or unavailable driveway access, however, any restrictions will be coordinated with the property owner ahead of time.

Pedestrians and bicyclists are not permitted within the construction zone. Access will be limited to local residential traffic and service vehicles only.

Motorists, pedestrians, and bicyclists should follow detour signs, use caution and be aware of construction equipment and vehicles entering/exiting streets in the project area.

Crews will work to minimize inconveniences due to construction. Access for residents will be maintained at all times. There may be times when entering or exiting your property that you may need to wait briefly for construction vehicles.

Some driveway aprons will be affected and require replacement. The project team will work directly with homeowners to arrange for the removal and reinstallation of driveway pavers before work begins. All driveway aprons will be restored to their original condition once construction is complete.

8th Ave. N. Pump Station

Crews are actively working on the 8th Avenue North pump station. Access to the beach from 8th Avenue North will be closed until summer 2026.

 

3rd Ave. N. Pump Station

PLANNING FOR CONSTRUCTION

Construction projects present many challenges for residents and businesses, but with the right information, proper coordination, and planning, we will help you minimize those difficulties.

  • Right-of-way (ROW): Prior to the start of construction, a survey crew will stake the ROW line. Look for wood stakes marked with “R/W” and a flag: these stakes will help you determine if you have personal property items (lighting, irrigation, landscaping, or decorative features) located within the ROW. The planned improvements will require removal of personal property items in the ROW. Mailboxes may be temporarily relocated during construction and will be reinstalled during restoration at the end of the project. Other personal items in the ROW such as trees, bushes, some monument mailboxes, and decorative items may be removed by the contractor and will not be reinstalled.

We will notify you before crews begin work in your area, including the timing for removing or relocating personal property items within the ROW. If you have questions about items within the ROW, please contact the City’s public information consultant or email at [email protected].

  • Access to Driveways and Side Streets: Crews will work to minimize inconveniences due to construction. Access for residences and businesses will be maintained. The location of work will shift daily. Please be aware of where the construction work is occurring as you may need to access your property from a different direction. There may be times when entering or exiting your property that you may need to wait briefly for construction activities. You may also need to park your vehicle in an area other than your driveway during some construction activities. Our team will notify you when this is necessary.
  • Access for Services: The construction team will be coordinate with local agencies, including emergency services, municipal utilities, and transportation providers. During construction, the City’s contractor will ensure the continuation of public services such as mail delivery, garbage and recycling collection, and bus services. Police, Fire-Rescue, and Emergency Medical Services (EMS) will be informed of any road closures.
